Instructions
- Preheat the oven to 170°C/325°F (fan). Heat the oil in a Dutch oven or oven-safe casserole dish.
- Toss the beef in the flour, salt and pepper, then brown it in 2–3 batches until well coloured.
- Transfer the browned beef to a bowl.
- Lower the heat, add the onions and cook for 2–3 minutes, stirring and scraping up the browned bits from the base without letting them burn.
- Add the garlic and tomato purée, stir, then return the beef to the pan.
- Sprinkle the beef with the paprika, salt and pepper and stir to coat.
- Pour in the chopped tomatoes, beef stock and honey (if using). Stir and bring to a simmer.
- Once simmering, scrape the base of the pan again and stir. Cover and cook in the oven for 3 hours 30 minutes.
- Stir 2–3 times during cooking, checking that nothing is sticking and there is still plenty of liquid; add a splash of water if needed.
- After 3½ hours, add the peppers, stir, and return to the oven, uncovered or covered as before, for 30 minutes.
- Remove from the oven, stir, swirl in the sour cream, sprinkle with parsley and serve with pasta and extra sour cream.
