- Cut the beef into bite-sized pieces against the grain, put in a bowl, and add the soy sauce, Shaoxing wine, white pepper, baking soda, cornstarch and oil. Massage well, cover and refrigerate for at least 10 minutes.
- Thinly slice the green onions, keeping whites and greens separate. Finely chop the garlic. Grate about 2 teaspoons of ginger.
- Cut the broccoli into bite-sized florets and thinly slice the carrot, if using.
- In a small container, mix all the sauce ingredients well and set aside.
- Bring a pot of salted water to a boil. Blanch the broccoli and carrot for 1 minute, then shock them in ice water.
- Bring another pot of water to a boil, add the noodles and cook per package instructions. Drain and toss with a little oil.
- Heat 1 tablespoon of oil in a very hot wok over high heat. Spread the beef in a single layer and sear for 1 minute until the bottom is golden, then flip and cook the other side 1 to 2 minutes. Remove and set aside.
- Heat the remaining 1 tablespoon of oil over high heat in the same wok. Add the white parts of the green onions, garlic and ginger and sauté for 1 minute until fragrant.
- Add the drained noodles, broccoli, carrot and beef, and stir-fry for 1 minute until coated in the oil.
- Stir the sauce, pour it in, and toss 1 to 2 minutes until glossy and evenly coated.
- Turn off the heat. Add the green parts of the green onions and the sesame oil, toss once more, divide among plates and garnish with extra green onions.
