Instructions

  1. Cut off about 1.5 inches from the bottom of the garlic chives, wash off any dirt, then dry them well.
  2. Cut the chives into pieces a little under 1 cm. Mix with salt, sugar, soy sauce, baking soda, white pepper, oil and garlic, then let sit at least 20 minutes until wilted and liquid is drawn out.
  3. Stir the vinegar, water and sugar until the sugar dissolves, then add the remaining sauce ingredients and stir to combine.
  4. Combine water, rice flour and tapioca starch in a pot and stir until smooth. Over low heat, stir constantly until thick enough to suspend the chives, then remove from heat and break up any lumps.
  5. Stir the chives into the batter off the heat until well combined.
  6. Grease a 7-inch round pan, line the base with parchment, pour in the batter and smooth the top.
  7. Steam over rapidly boiling water for 15-20 minutes, until fully cooked; the centre should reach 190°F if you have a thermometer. Cover the steamer lid with a towel or cover the pan with foil.
  8. Cool completely or chill, then run a knife around the edges, turn out and cut into bite-sized pieces.
  9. Heat a little oil in a non-stick pan until hot and fry the pieces on both sides until browned and crispy, without letting them touch. Drain on paper towels and serve hot with the sauce.
